Overview

ACCE thesis

Grupo Energía Bogotá runs regulated electricity transmission and distribution and natural gas distribution across Colombia, Peru and Central America, with the regulated asset base sitting under Enel Colombia's distribution business and the Cálidda gas network in Peru. The defensive case rests on that regulated revenue: a 45.1% gross margin and 30.6% operating margin are strong for a utility, and a 16.2% ROE on a 9.1x trailing P/E and 8.4x forward P/E suggests the market is pricing in little of that durability. The near-term issue is top-line contraction, with revenue down 12.7%, which needs to be traced to tariff resets, currency translation from the peso and sol, or deconsolidation before the margin profile can be trusted at face value. The name is worth a deeper look for PMs who can underwrite Colombian and Peruvian regulatory risk and want a cheap, high-margin regulated utility, but the falling revenue line is the first thing to explain. It is not in any major index, which may partly explain the discount.
